The invitation issued by the National Development and Reform Commission's Department of Environmental Protection pointed out that in recent years, with the development of new formats such as e-commerce, express delivery and take-out, the consumption of plastic lunch boxes and plastic packaging has risen rapidly, causing new resource and environmental pressures. Plastic waste is discarded at will, causing "white pollution", and there is an environmental risk of not handling plastic waste.

In this regard, the National Development and Reform Commission is studying and formulating policy documents for the prevention and control of plastic waste pollution. According to the principle of “restricting batches, replacing batches, and standardizing batches”, plastic products used in different production, living, consumption, etc. And sub-category propose policy measures.

The scope of the request for comments includes:

1. Suggestions for consumption scenarios, work processes, and commodity categories that have restrictions or prohibitions on the use of plastic products;

2. Environmental protection tax

Up to now, a total of 274 “scattering and pollution” enterprises have been banned, 45 sets of drawing and injection molding production equipment have been inspected, and 15 tons of raw materials have been produced. Plastics and its downstream industries are in urgent need of regulation.

3. "Polyethylene Blow Molding Agricultural Floor Covering Film"

In mid-December 2017, the mandatory national standard "Polyethylene Blowing Agricultural Floor Covering Film" was released. The national standard will be implemented on May 1, 2018. Compared with the current 1992 national standard, the new national standard is of great significance for reducing “white pollution” of farmland and improving soil and environmental quality. The revision aims to standardize production, guide use, improve quality, and promote recycling. The system considers the film thickness and mechanical properties and appropriately increases the thickness requirements. From the perspective of taking into account the recyclability of agricultural mulch film, the economic endurance of farmers and resource conservation, the minimum thickness of the mulch film has been increased from 0.008 mm to 0.010 mm with reference to international and international standards. At the same time, according to the thickness range of the film, the mechanical properties are modified to prevent the company from adding too much recycled material to improve the thickness and reduce the product quality and recyclability. In addition, the standard also modified the artificial weathering performance and the corresponding detection methods. The Ministry of Agriculture has done a lot of work in the process of standard approval.

4. "Standard Conditions for the Comprehensive Utilization of Waste Plastics"

The Ministry of Industry and Information Technology announced that the "Regulations on the Comprehensive Utilization of Waste Plastics" will be implemented on January 1, 2018. The "Regulations" clarify the threshold for the processing capacity of waste plastics in the three key enterprises of the new and established industries. The waste plastics comprehensive utilization enterprises referred to in the “Regulations and Conditions” mainly include PET recycled bottle flake enterprises, waste plastic crushing and cleaning sorting enterprises, and plastic recycling granulation enterprises. According to the requirements of the code, new enterprises of PET recycled bottle types require that the annual waste plastic processing capacity is not less than 30,000 tons, and the established enterprises are not less than 20,000 tons; waste plastics are broken, cleaned, sorted, newly built enterprises, annual waste plastics. The processing capacity is not less than 30,000 tons, and the established enterprise is not less than 20,000 tons; the newly-built plastic reclaimed granulation enterprise has an annual waste plastic processing capacity of not less than 5,000 tons and an established enterprise of not less than 3,000 tons. As an industry with high environmental protection requirements, the "Regulations" clarify the "comprehensive utilization of resources and energy consumption", such as the recycling of waste plastics, "not dumping, incineration and landfill"; recycling processing related production links, requiring every ton of waste The comprehensive power consumption of plastics is less than 500 kWh; while the enterprises of PET recycled bottles and waste plastics are broken, cleaned and sorted, the consumption of integrated new water per ton of waste plastics is less than 1.5 tons.
